Word by word

भोगैश्वर्यप्रसक्तानाम्of those attached to pleasure and power
तयाby that (speech)
अपहृतचेतसाम्whose minds have been carried away
व्यवसायात्मिका बुद्धिःthe resolute intellect
समाधौin samadhi (steadiness in the Supreme)
न विधीयतेis not established

Translation

ENGLISH

For those attached to pleasure and power, whose minds are carried away by such words, the resolute intellect is not established in contemplation.

हिंदी

उस वाणी से जिनका मन हर लिया गया है और जो भोग तथा ऐश्वर्य में आसक्त हैं, उनकी निश्चय वाली बुद्धि समाधि में स्थिर नहीं होती।

Explanation

The craving for enjoyment divides the mind, so it cannot stay fixed on one goal. The difference between the "single intellect" of 2.41 and the "scattered intellect" here is the very difference between a seeker and a pleasure-seeker.
