Word by word
Translation
One who is without attachment everywhere, who neither rejoices on meeting good nor hates on meeting evil, has wisdom that is firmly established.
Explanation
Jumping for joy at good news and fretting over bad news are both forms of a wavering mind. The sthitaprajna accepts both and keeps doing their duty. The refrain "tasya prajna pratishthita" (his wisdom is firmly established) is repeated in several of the verses that follow.
